INTRODUCTION OF THE INSTITUTE
湖北经济学院弗罗斯特堡碳经济与数据科学学院（以下简称湖弗学院）是经中国教育部批准，由湖北经济学院与美国弗罗斯特堡州立大学合作举办的本科层次高等学历教育中外合作办学机构（许可证编号：MOE42USA02DNR20252392N）。学院引进国际先进教育理念，依托两校优质教育教学资源，培养具有“大国智慧、国际视野、全球责任”的“双碳”领域和大数据技术应用的高端人才。
The HBUE-Frostburg Institute of Carbon Economics and Data Science (hereinafter referred to as the "HBUE-FSU Institute") is a Sino-foreign cooperative higher education institution at the undergraduate level, jointly established by Hubei University of Economics (HBUE) and Frostburg State University (FSU) in the United States, with the approval of the Ministry of Education of China (Approval License No.: MOE42USA02DNR20252392N). The institute introduces advanced international educational concepts and leverages the high-quality educational resources of both universities to cultivate elite talents for Carbon Peaking & Neutrality and Big Data Applications, characterized by “National Wisdom, Global Vision, Universal Responsibility”.
湖弗学院现有资源与环境经济学和数据科学与大数据技术两个本科专业，学院于2025年开始招生，所有专业教育教学均纳入中国高等教育和美国高等教育质量监控体系。学生报到入学后将同步注册湖北经济学院和美国弗罗斯特堡州立大学学籍。在国内学习四年，达到双方合作高校毕业条件的可获得湖北经济学院的本科学历证书、学士学位证书，和弗罗斯特堡州立大学的学士学位证书。
The HBUE-FSU Institute currently offers two undergraduate majors: Resource and Environmental Economics, and Data Science and Big Data Technology. The institute commenced enrollment in 2025. All academic programs are subject to quality assurance systems governing both Chinese and American higher education. Upon enrollment, students will be simultaneously registered at both Hubei University of Economics and Frostburg State University. After completing four years of study in China, students who meet the graduation requirements of both cooperative universities will receive an undergraduate diploma and bachelor’s degree certificate from Hubei University of Economics, as well as a bachelor’s degree certificate from Frostburg State University（pending Middle States approval）.

INTRODUCTION OF HBUE
湖北经济学院是湖北省唯一的省属公办财经类高校，是国家“十四五”教育强国推进工程支持高校，是博士学位授予立项建设单位。学校办学历史可追溯到1907年张之洞创办的“湖北商业中学堂”，是湖北商科教育发源地。2002年合并组建以来，学校始终坚持打造一流本科教育，积极发展研究生教育，努力办好人民满意的大学。我校社会科学学科、工程学科ESI全球排名前1%，经济学学科进入软科世界一流学科排名前500，是湖北省属高校唯一进入前500名的高校。开设有本科专业56个，硕士点11个，在校生23263人。共有19个国家一流专业建设点及8个省级一流专业建设点。学校坚持开放办学，与世界20多个国家和地区的40多所著名大学开展实质性合作，举办有中美、中意两个中外合作办学项目。
Hubei University of Economics (HBUE) is Hubei Province’s only provincial public university specializing in finance and economics, a university supported by the National “14th Five-Year Plan” National Education Construction Program, and a designated institution for doctoral degree authorization construction. The university's history traces back to the “Hubei Commercial Secondary School” founded by Zhang Zhidong in 1907, marking the origin of business education in Hubei. Since its amalgamation and establishment in 2002, the university has consistently focused on building first-class undergraduate education, actively developing graduate education, and striving to become a university that satisfies the people. HBUE’s Social Sciences and Engineering disciplines rank within the top 1% globally by ESI. Its Economics discipline is ranked among the top 500 globally in the ShanghaiRanking’s Global Ranking of Academic Subjects (GRAS), making it the only provincial university in Hubei to achieve this distinction. HBUE offers 56 undergraduate majors and 11 master’s degree programs, with 23,263 enrolled students. It hosts 19 national-level first-class undergraduate major construction sites and 8 provincial-level first-class undergraduate major construction sites. HBUE adheres to open education, maintaining substantive cooperation with more than 40 renowned universities in over 20 countries and regions worldwide, and operates two sino-foreign cooperative education projects with the United States and Italy.

美国弗罗斯特堡州立大学（简称FSU）成立于1898年，是一所历史悠久的综合性公立大学，位于美国马里兰州西部的弗罗斯特堡市，校区占地260英亩(1.1km2)，是美国公认的绿色树林校区。FSU拥有博士、硕士和学士学位授予权。在美国USNEWS北部地区公立大学位列第32位，在美国Washington Monthly发布的“硕士级大学”的排名中，跃居全美第28位，美国布鲁金斯学会全美四年制大学排名前25%。FSU通过了AACSB认证、ABET工程认证以及MSCHE美国中部各州高等教育委员会认证（MSCHE）等多项认证。
Frostburg State University (FSU) in the United States, founded in 1898, is a comprehensive public university with a long history. Located in Frostburg, Western Maryland, USA, its campus spans 260 acres (1.1 km²) and is recognized as a wooded, environmentally green campus. FSU is authorized to confer doctoral, master’s, and bachelor’s degrees. It is ranked 32nd among public regional universities in the North by U.S. News & World Report, 28th among master’s-level universities by Washington Monthly, and in the top 25 of four-year institutions in the U.S. according to the Brookings Institution. FSU holds accreditations from AACSB, ABET, and the Middle States Commission on Higher Education (MSCHE), among others.

Jointly established by HBUE and FSU, the HBUE-FSU Institute leverages the high-quality educational resources of both universities to offer collaborative programs. It focuses intently on national Carbon Peaking and Neutrality goals and the high-quality development needs of the digital economy, dedicated to cultivating high-caliber, versatile talents in the Carbon Peaking and Neutrality and Big Data Technology application fields, who possess both global competitiveness and a strong sense of social responsibility.

The institute offers two interdisciplinary majors: Resource and Environmental Economics, and Data Science and Big Data Technology. It constructs a talent cultivation framework integrating “New Engineering” and “New Business” disciplines, deeply merging low-carbon economic management with data science and technology. This builds a cross-disciplinary knowledge system designed to develop students’ multi-dimensional competencies.

湖弗学院依托湖北经济学院低碳经济学院和统计与数学学院的优势学科及教育教学资源，中美教师团队共计58人，博士率100%，其中，教授19人，副教授25人。引进弗罗斯特堡州立大学的优质师资和课程体系，确保教学与科研的前沿性和实用性。
The HBUE-FSU Institute draws upon the strengths of HBUE’s School of Low-Carbon Economics and School of Statistics and Mathematics. The Sino-US faculty team comprises 58 members, all holding doctoral degrees (100% Ph.D. rate), including 19 Professors and 25 Associate Professors. The institute incorporates FSU’s high-quality faculty and curriculum systems, ensuring academic and research excellence with strong practical relevance.

Through deep cooperation with FSU, the Institute implements a “4+0” cultivation model, sharing curriculum resources and faculty strength. Students completing their studies at HBUE can simultaneously obtain an undergraduate diploma and bachelor’s degree certificate from HBUE, as well as a bachelor’s degree certificate from FSU, greatly enhancing their global competitiveness and employment prospects..

培养模式
CULTIVATION MODEL
学院人才培养模式与国际接轨，每个合作专业的培养方案和课程教学计划均由湖北经济学院与弗罗斯特堡州立大学共同研讨制定。双方以“4+0”为基本培养模式，共同开展本科生联合培养项目，即学生4年学业均在湖北经济学院完成。学院严格执行教育部《中华人民共和国中外合作办学条例》和《中华人民共和国中外合作办学条例实施办法》等相关法律法规的规定，其中各专业引进的美方大学的课程和专业核心课程应占项目全部课程和核心课程的三分之一以上；美方教师担负的专业核心课程门数和教学时数应占项目全部课程门数和全部教学时数的三分之一以上。
The institute’s talent cultivation model aligns with international standards. The training plans and curriculum teaching schemes for each cooperative major are jointly developed by HBUE and FSU. The “4+0” model serves as the foundational framework for the undergraduate joint cultivation program, meaning students complete all four years of study at HBUE. The institute strictly adheres to relevant Chinese laws and regulations, including the Regulations of the People’s Republic of China on Chinese-Foreign Cooperation Education and the Implementation Measures for the Regulations of the People’s Republic of China on Chinese-Foreign Cooperation Education. Specifically, the courses and core courses introduced from FSU must constitute more than one-third of the total courses and core courses of the program. Furthermore, the number of core course sections taught and the teaching hours delivered by FSU faculty must exceed one-third of the total core course sections and total teaching hours of the program.
